Russia is to build an ultra-modern city on a frozen island deep inside the Arctic Circle – in the Kremlin’s
latest move to back its claim to vast oil and gas reserves under the
polar ice cap.
Named Umka, after a popular Soviet polar bear cub cartoon hero,
the initial 5,000 residents will live under a vast dome to
protect themselves from temperatures sinking below minus 30C in winter.
‘This city will be of strategic importance as Russia’s
northern outpost,’ said architect Valery Rzhevskiy who has shown its
modernistic designs to an approving Vladimir Putin.

‘We aim to have scientific laboratories, houses, but also parks with attractions, an Aqua complex, hotels and a cathedral.
Naturally there will be schools, kindergartens, recreation zones, a hospital,
and sport facilities are planned, too,’ said Rzhevskiy.

Electricity will be supplied by a floating nuclear power station. Food wise, it will
be totally self-sufficient with fish and poultry farms, greenhouses, a wheat
processing factory and bakeries.
‘There will not be any rubbish at all, as the city will have two factories converting
all kinds into ashes.’
It will house workers for local mines and oil platforms which should pay the costs of the development, it is claimed.
‘This project is designed to work on any surface, even on the Moon if needed,’
said Rzhevskiy, one of Russia’s top architects.
The ice city plans – currently with no fixed timetable for opening – comes as
all countries with territory touching Arctic waters are gearing up to make
competing demands to the United Nations over underwater mineral exploitation rights.
Western countries were stung when in 2007 Russian polar explorer Artur Chilingarov placed his country’s flag in the Arctic seabed in 2007.
‘We must prove the north pole is an extension of
the Russian land mass,’ he said at the time.
A Canadian think tank this year even warned that ‘an arms race maybe beginning’, expressing concerns at the risk
of conflict.
The U.S., Canada, Norway and Russia have all
boosted their naval presence in Arctic waters amid warnings of
a Cold War that could literally be cold – except perhaps at Umka.

A fire hit the Abu Sifin church located in the densely populated Imbaba neighbourhood west of the Nile River
Funerals were held in two Cairo churches Sunday evening for 41 victims of a fire that ripped through a Coptic Christian church
during mass, forcing worshippers to jump out of windows.
The blaze, blamed on an electrical fault, hit the Abu Sifin church in densely populated Imbaba,
a working class district west of the Nile River, part of Giza governorate in greater Cairo.
Hundreds gathered to pay their respects in and around the two Giza churches where clergymen prayed for the victims, according to AFP correspondents.
Pallbearers pushed through crowds of weeping mourners who reached for the coffins, including that of a priest at the church, Father Abdel-Messih Bekhit.
The Egyptian Coptic Church and the health ministry reported 41 dead and 14 injured in the blaze before emergency
services brought it under control.
Witnesses to the fire Sunday morning described people rushing into the multi-storey house of worship to save those trapped, but the rescuers were soon overwhelmed by heat and deadly
smoke.
Copts are the largest Christian community in the Middle East, making
up at least 10 million of Egypt’s 103 million Muslim-majority population.

out windows to escape the blaze, and one landed on a car
“Everyone was carrying kids out of the building,” said Ahmed Reda Baioumy, who lives next to the church.
“But the fire was getting bigger and you could only go in once or you would asphyxiate.”
Another witness, Sayed Tawfik, told AFP that “some threw themselves out of windows to escape the fire”.
He pointed to a car bearing dents “left by a person who is now lying in the hospital with a broken arm and back”.
A resident of the area, Mina Masry, said emergency services were slow in responding.
Ambulances took “over an hour to arrive” and fire trucks “nearly an hour, though their station is five minutes away”.
“If the ambulances had come on time, they could have rescued people,” Masry added.
Witnesses described how people rushed into the burning house of worship to rescue those trapped but
were soon overwhelmed by the heat and the deadly smoke
A statement from the public prosecutor’s office indicated that
asphyxiation caused the deaths, as there were “no visible injuries”.
The interior ministry said “forensic evidence revealed that the blaze broke out in an air-conditioning unit on the second floor of the church building” which also
houses social services.
Father Farid Fahmy, of another nearby church, told AFP a short circuit caused the fire.
“The power was out and they were using a generator,” he said.
“When the power came back, it caused an overload.”
In the morning, President Abdel Fattah al-Sisi said on his Facebook
page that he had “mobilised all state services” in response.
He later said he had “presented his condolences by phone” to Pope Tawadros II,
the head of the Coptic Orthodox Church.
He also directed the Armed Forces Engineering Authority to “take over the reconstruction and renovation” of the church, the presidency said in a statement.

Christian communities often complain that reconstruction of churches after devastating
fires is marked by long delays and bureaucratic hurdles.
Giza’s governor ordered “urgent aid of 50,000 pounds (around $2,600) for the families of the deceased and 10,000 pounds for the injured”.

The grand imam of Al-Azhar, Egypt’s foremost Muslim institution, expressed his condolences for “the tragic accident”
and affirmed “the readiness of Al-Azhar hospitals to receive the injured”.
A statement from the office of UN Secretary-General Antonio Guterres offered his “deepest condolences” to the families
of the victims.
Accidental fires are not uncommon in the sprawling megalopolis
of Cairo, where millions live in informal settlements.
Baioumy, the neighbour, told AFP that firefighters were hampered by the church’s location “on a very narrow street”.
Egypt, with its often dilapidated and poorly maintained infrastructure, has suffered
several deadly fires in recent years.
The Coptic minority has endured attacks and complained
of discrimination in the north African country, the Arab world’s most populous.
Copts have been targeted in deadly attacks by Islamist militants, particularly after Sisi overthrew former Islamist president Mohamed Morsi in 2013, with churches, schools and homes burnt down.
Copts also complain they have been left out of key state positions and they have deplored
restrictive legislation for the construction and renovation of churches.
Sisi, the first Egyptian president to attend the Coptic Christmas mass
every year, in February appointed the first ever Coptic judge to
head the Supreme Constitutional Court, the country’s highest.

Mavericks.

WASHINGTON, Nov 29 (Reuters) – A human rights law group contracted by the State Department to interview refugees as part of an investigation into atrocities
against Rohingya Muslims in Myanmar has found that
there is a reasonable basis to conclude that genocide was
committed – even though the U.S. government stopped short of saying so.
A report due to be released on Monday by the Washington-based Public International Law and Policy Group (PILPG) will also say there was a
reasonable basis to conclude that the Myanmar military committed crimes against humanity and war crimes,
as well as genocide.
A U.S. State Department report released in September, which relied on PILPG research,
found that Myanmar’s military waged a “well-planned and coordinated” campaign of mass killings, gang rapes and other atrocities against the Rohingya.
But it stopped short of describing the crackdown as genocide or crimes against humanity, an issue that U.S.
officials said was the subject of fierce internal debate that delayed
the report’s rollout for nearly a month.
A declaration of genocide by the U.S. government, which has only gone as far as labeling
the crackdown “ethnic cleansing,” could have legal implications of committing Washington to stronger
punitive measures against Myanmar. This has made some in the Trump administration wary of issuing such an assessment.
In an advisory on Thursday announcing the planned release of the legal analysis of its investigation, PILPG said it
would reveal that “there is a reasonable basis to conclude that war crimes, crimes against humanity, and genocide were committed against the Rohingya population.”
PILPG based its report on more than 1,000 interviews with Rohingya
refugees who fled to Bangladesh. The group said its mission was conducted in March and April “to provide an accurate accounting of the patterns of abuse and atrocity crimes.”
The September State Department report was released in low-key fashion nearly a month after
U.N. investigators issued a report accusing Myanmar´s military of acting with “genocidal intent” and calling for the country´s commander-in-chief and five generals to be prosecuted under international law.
State Department officials have said the objective of the U.S.
government investigation was not to determine genocide but to “document the facts,” and it
would be up to Secretary of State Mike Pompeo
to make a “legal” designation in the future.
Pompeo has urged Myanmar’s government to investigate abuses against
the Rohingya and hold accountable members of its security forces and others who were responsible.
A top State Department official said in September those responsible could be held
accountable for genocide and crimes against humanity.
The military in Myanmar, previously known as Burma, where Buddhism
is the main religion, has denied accusations of ethnic cleansing and says its actions were part of a fight against terrorism.

NatWest customers were unable to move money or pay bills from
their accounts today as a huge technical failure hit services.
Others reported being unable to withdraw money because wages had failed to
arrive in their accounts.
As many as eight million people may have been affected, although some were reporting they still had
access to their money.
Disruption: Natwest customers reported problems
with the bank’s online services
Account balances were also not being updated while some small
business owners said they had been unable to pay staff.
The banking group apologised to its customers for the problems and said it was working hard to fix them.
But a spokesman admitted it was possible that the glitch could also affect customers expecting payments to be made into their accounts tonight.
Asked whether it was possible that more account-holders
will encounter problems tomorrow, the spokesman replied: ‘Potentially,
but hopefully not.’
The bank promised to keep 1,000 branches open until 7pm tonight
in all major towns and cities to ‘assist customers’.
One branch in West London had closed its doors with only two members of staff outside telling customers that they would
not know until tomorrow when services would be restored.
They also said NatWest customers should only use the
bank’s own ATMs to guarantee being able to get money out.
NatWest, which carries the new ad slogan ‘Helpful
Banking’, has not said whether it will cover penalties imposed on its customers
by third parties for late payments on credit cards and bills.
WAS NATWEST’S NEW MOBILE PAYMENTS GIZMO TO BLAME?
Last Wednesday, NatWest heralded a leap forward for its mobile phone payment technology.
It launched a system – GetCash – that would allow people to take cash from an ATM without using
their cash card, by making a request on their handset.
They are sent a six digit pin number, after making the request, which can be entered at a cash machine.
The aim, the bank said, was to help people who may have lost or forgotten their card or those
who want to leave their wallet at home.
It was made available to around two and-a-half million customers who
already have the banking app on their phone – on iPhone, Android or BlackBerry Smartphones, and on the iPad.
The launch comment from Ben Green, head of mobile at NatWest and RBS, well now have a sense or irony:
‘We’ve heard countless stories from customers who’ve left their wallet behind, or parents who
need a quick way to send money across to their children immediately.’
NatWest, which is the main branch operation in the UK for the part-nationalised Royal Bank of Scotland group, said in a statement: ‘This is
a technical problem affecting a large number of NatWest and Ulster Bank customers, and
a small number of RBS customers, including some
of our business customers.
‘It was caused by a failure of our systems to properly update customers’ balances
overnight. The main problem customers are having is that where people have had money go into their accounts overnight, there may be a delay in it
showing up on their balance.
‘This is an unacceptable inconvenience for our customers, for which we apologise.
We can assure our customers that this problem is strictly of a technical nature and will be fixed as soon as possible.
We can also confirm that no customers will be permanently out of
pocket as a result of this.’
A spokeswoman declined to comment on whether this would also mean the bank
would cover late payment penalties incurred as result of the
account failures.
The RBS group has 26million customers in the UK with nearly eight million holding NatWest current accounts.
RBS-owned Ulster Bank in Northern Ireland, with 100,000 customers, is also affected.
The problems began at 8am, according to reports from customers.
Hundreds of customers turned to NatWest’s feedback website to voice their anger.
One customer wrote: ‘If my Direct Debits bounce as a result of my wages not
showing, are you going to cover my charges & waiver
your own for bounced payments please?’
At 2.50pm, nearly seven hours after the problems began, NatWest added a statement to the page
saying: ‘We continue to experience technical issues and are doing everything we can to resolve ASAP.
‘We recognise this has caused significant inconvenience.
This is an unacceptable inconvenience for our customers for which
we apologise.’
Bob Spearman, from Petworth, West Sussex, told the BBC his tax credit payment had not been paid into his NatWest account.
‘We, like many other low-income families, live from week to week and the Child Tax Credit weekly payment is a lifeline on which we rely,’ he said.
Thousands more comments were posted on Twitter.
Some people reported being unable to use their cards to make payments.
Customer Kora-Lee Holmes said she was stranded in Venice, Italy, because she was unable to check out
of her hotel because her NatWest card was not working.
She wrote: ‘Missed my flight home from Venice because Natwest’s
server problems mean I can’t check out of my hotel.
New flights = £200.’
From 3.30pm, some customers reported that payments and salary
payments were beginning to show in accounts.
Following a breakdown in trust in banking, the industry has try
to rebuilt its relationship with customers in recent years.
NatWest launched a multi-million pound advertising campaign in 2010
to promote its Customer Charter.
The 14-point charter included the commitment: ‘If we make a mistake we will apologise and fix it, quickly and fairly.’
That may give hope to those seeking compensation for late payment penalties that they
may face.
RBS shares shed 6p, or nearly 2.5 per cent, as the events unfolded, down from an intra-day high
of 250p at midday.

moves towards making smartphones digital wallets.
But the rush to offer new technology may come at a price.
Experts warned that customers of UK banks would increasingly face such
problems because of the rush to deliver new and evermore sophisticated services.
Daoud Fakhri, senior analyst at consultancy Datamonitor Financial Services,
said: ‘This episode is emblematic of wider problems facing the banking sector as a whole.
‘Many providers, being early adopters of IT systems when the technology was still
in its infancy, have been left saddled with inflexible core systems
that are often several decades old, and that are increasingly unable to cope with the demands being placed on them.
‘The growing expectations of consumers around online and
mobile banking means that the tensions between the provision of ever more sophisticated services
and the capability of core systems to satisfy these demands
are close to breaking point, and this increases the likelihood
of episodes such as the NatWest mishap happening again.’

The pennies in our pockets could soon be consigned to the history books – along with debit
and credit cards.
A poll of technology experts by America’s Pew Internet Research centre found that most predicted that mobile-phone payments would have overtaken both cash AND cards
by 2020.
Of the 1200 experts polled, 65% thought that cash and cards would be nearly wiped
out by 2020.
The poll included Harvard experts as well as engineers
from companies such as Google and Microsoft.
The need for either cash or cards will be ‘eliminated’ by chips in mobile phones.
In shops, people will ‘bump’ their phones against tills to pay – or simply pay online via apps.
Many tech experts also believe that the new systems will be MORE secure.
Google chief economist Hal Varian said, ‘Two-factor authentication (secret number + physical device) is better than one-factor authentication, and smart phones seem to
have a natural role here.’
Microsoft engineer Christian Huitema says, ‘We have already witnessed the transition from cash to debit/credit cards.
The electronic wallet is not much more than a ‘virtual card,’ in which near-field wireless communication replaces the reading of a magnetic stripe.’

expected that ‘near field communication’ systems –

Based on a technology known as near-field communication (NFC), Google
Wallet allows users to store payment information in the cloud
and pay for goods at participating retailers by tapping their phone at the point of purchase
‘Overall, a majority supported the scenario that by 2020 most people will have embraced
and fully adopted the use of smart-device swiping for purchases they make,
nearly eliminating the need for cash or credit cards,’ says
Pew, a respected technology think tank.
‘These experts feel that the explosive growth in the use of smartphones and other mobile devices, makes these systems
an obvious choice to replace established modes of payment
in day-to-day commerce.’
The research found that the change is already happening – particularly in America, where
phones using Google Wallet (a mobile payment system) and NFC payment chips
are more common.
A March 2012 Federal Reserve report found that 21% of mobile phone
owners had used mobile banking services in the past year and that another 11%
of mobile owners plan to use such services in the next 12 months.
The study also found that some 12% of mobile phone owners have made payments—such as paying bills online or transferring money directly to another person’s account—via their
phones.
In the developing world, the figures are even higher – 20% of Kenya’s GDP is
sent via text message every year using the country’s M-Pesa system.
In late 2011, Google launched Google Wallet in partnership with Citibank and MasterCard.
Based on a technology known as near-field communication (NFC), Google Wallet allows users to store payment information in the cloud and pay for goods at participating retailers by tapping their phone at the point of purchase.
Many analysts predict that Apple will announce its own virtual wallet service in the near
future.
